About us

Software engineering and security, built on hands-on experience

Snoopy Crowd Data Solutions is a Romanian software engineering and cybersecurity company based in Bucharest, founded in 2018.

We develop our own products — CrowdEye, an on-premise security operations centre with NIS2 and DORA reporting, DossierScout, for verifiable funding applications, and the Heimdall platform, for attack surface management, security monitoring and penetration testing. We provide development, maintenance and technical consulting services to clients in Romania and abroad; as a subcontractor to the International Union of Railways (UIC), we took part in developing the Railisa statistics portal and the OntoRail railway ontology platform.

We work with mature open-source tools, integrate them into coherent solutions and deliver them fully documented, with training for the client's team.

Products

Our own products

Software built entirely in-house that runs at the client: CrowdEye, the security operations centre with NIS2 and DORA reporting; DossierScout, for funding applications; and the Heimdall platform, for infrastructure security.

Security Operations Centre (SOC)

CrowdEye

The security operations centre that stays inside the client's infrastructure. Network detection, EDR, IDS, application security, automated response and NIS2 and DORA reporting — a single on-premise platform.

SOC dashboard: alerts, incidents, assets and applications, with the exposure level

NIS2 and DORA reporting from the case file

Assisted classification against the legal criteria and a deadline clock: 24 h, 72 h and one month for NIS2, 4 h for DORA. The report to the authority is built from the incident case file.

Explained detection

Active rules, alerts correlated into incidents, with evidence events and the MITRE ATT&CK technique. Coverage is measured from the data that actually arrives, not declared.

EDR for workstations and servers

Windows, macOS, Linux and FreeBSD. Isolation, blocking, quarantine and evidence collection, with four-eyes approval. Signed agent, no arbitrary commands.

IDS, threat intelligence and AppSec

Suricata and Snort sensors, indicators from MISP, OTX and TAXII 2.1, CVEs with NVD scores. Code, dependency, IaC, API and DAST testing.

Automated response (SOAR)

Predefined playbooks, disabled at install, connectors and protected targets that no automated step can touch.

Local AI, humans decide

Verdicts on alerts and the incident narrative, from a model running at the client. The AI never closes alerts or executes anything on its own.

Funding applications

DossierScout

Complete, verifiable funding applications, built from the client's own documents. Business plan, application form, budget on the official template, eligibility, scoring and the final dossier — for any funding programme, with every figure linked to its source.

Business plan and application: every sentence linked to its source, marked as fact, calculation or assumption

No figure without a source

Page-level citations, checked automatically. Every value is marked as confirmed fact, calculation, assumption or proposal. Anything that cannot be proven is flagged “unsupported” and kept out of the dossier.

Any programme, no coding

Upload the guide, templates and scoring grid; the application proposes the structure, eligibility rules and scoring, and the consultant approves them. Reference programme: PoCIDIF 2.1.

Blockers surface before submission

Eligibility backed by evidence, consistency across plan, application, budget and annexes, and gaps turned into questions for the client meeting.

AI proposes, the consultant decides

A critical reviewer checks every requirement in the guide. The model is chosen per task: local, with no data leaving the premises, or Claude.

Built for sensitive data

Runs locally or on the firm's server, with roles. AES-256-GCM encrypted backups, complete per-client deletion, CycloneDX SBOM.

A final dossier, ready to submit

An archive with DOCX, PDF and XLSX files, a verification report and a version log. Runs on macOS, Windows, Linux and Docker.

The Heimdall platform — infrastructure security

Three components that cover security from the outside in: what an attacker can see, what is happening on your network, and how well you hold up against a real attack.

Attack Surface Management

Heimdall ASM

Continuous discovery of exposed assets, vulnerability scanning, OSINT, reports and alerts. Deployed fully on-premise — scan results stay on your servers.

  • masscan
  • nuclei
  • OpenVAS
  • OSINT
SIEM & Monitoring

Heimdall SIEM

Security and operational monitoring for the datacenter: log collection, metrics, network and host detection, with alert triage assisted by a locally hosted AI model.

  • Graylog
  • OpenSearch
  • Prometheus
  • Grafana
  • Suricata
  • Zeek

Autonomous Pentest

Heimdall Pentest

An autonomous penetration testing platform with AI agents, a web dashboard and export of findings to your team's tools.

Projects

Projects with the International Union of Railways (UIC)

As a UIC subcontractor, we took part in developing two platforms: the Railisa railway statistics portal and OntoRail, the reference ontology for railway systems.

Railway statistics

Railisa — uic-stats.uic.org

The UIC's statistical data portal, covering networks, companies and railway indicators from around the world. We took part in its development and provide maintenance, debugging and new features.

  • Data consultation by region, country, company and indicator, with saved selections
  • CSV and Excel export, interactive charts
  • Map of the railway network and company locations
  • Authenticated REST API with access logging
  • Python
  • Django
  • MS SQL Server
  • Redis
  • REST API
  • Leaflet
  • Chart.js
Ontologies & semantic data

OntoRail — ontorail.org

A UIC initiative for ontology-based modelling of railway systems: a shared vocabulary for data exchange between infrastructure managers, operators and suppliers. As a UIC subcontractor, we took part in developing the platform and its data tooling, including within the European LinX4Rail project (Shift2Rail, no. 881826, 2019–2022), which delivered the final version of the OntoRail dictionary.

  • The ontorail.org web platform for the OntoRail dictionary
  • Export of Enterprise Architect models to an RDF triple store (Virtuoso)
  • Data import and preparation tools
  • RDF/OWL ontologies, including for EULYNX models
  • RDF / OWL
  • SPARQL
